Defining a universe by stated, checkable filters - liquidity, size, sector, listing - and letting membership follow mechanically. A screen is rule construction, not stock discovery: it decides in advance whose behaviour the strategy's record will describe, which makes the filter list as testable, and as gameable, as any entry trigger.
