A written rule connecting observable conditions to actions - now with a mandatory first clause no other track needed: which names it applies to. Across thousands of listed names, a rule without a stated universe is not underspecified, it is unspecified - and everything this module tests begins with that clause. The module evaluates rules and universes; it never emits a stock tip.
