Deciding whether an equity rule is worth trading

The written decision on a tested rule, against stated hurdles: net expectancy per universe, cluster-honest confidence, both data audits passed, regime named - then the plan's vote on caps and heat. The equity-specific clause: the verdict binds rule AND universe together, because the pair is what was tested, and the pair is what trades - never a name, which keeps the seed's promise structurally.
